Details and sources
Population: IBGE estimate as of 01.07.2026, published on 28.08.2026. Internet and phones: IBGE, PNAD Contínua TIC 2025 (02.07.2026); in 2025, 89.8% of residents aged 10 and over had a mobile phone.

In 2025 licensees earned R$36.96 billion (SPA/MF, 2025 overview), and in the first half of 2026 R$20.07 billion (SPA data under the access to information law, LAI; Focus Gaming News, 18.08.2026). Other metrics should not be compared with GGR. Betting turnover in the first half of 2026 was R$410.85 billion, 20 times GGR (SPA under LAI, Focus Gaming News). Deposits in 2025 came to R$220.6 billion according to preliminary SPA data, including money that was staked again; Comsefaz estimated Pix transfers to betting at R$350.97 billion, an estimate the industry disputes (iGB Brasil, 19.08.2026). In the first half of 2026 deposits fell by 12.4%, to R$88.48 billion (brmkt.co).
Before licensing, Banco Central estimated Pix transfers to betting at R$18-21 billion a month (January-August 2024, Nota Técnica 513/2024). LCA Consultoria, working for IBJR, estimated the illegal market at 41-51% of betting volume (TCU audit, 19.05.2026).

- 7% of adults bet in May 2026, the same as in November 2024: 11% of men, 3% of women and 13% of young people aged 18-24 Datafolha, 2026
- No open data on the VIP share. Indirectly: the 10% of players with the largest deposits paid in 20 times as much as the other 90%, so the big money sits with a narrow group of high rollers Folhapress, 2026
- Sport ahead of casino: in May 2026, 6% of adults bet on sport and 4% played online casino games, 66% of whom also bet on sport Datafolha, 2026
- Top five in the lobby in October 2025: Fortune Rabbit, Aviator, Fortune Tiger, Fortune Dragon, Fortune Ox; the top studios were Pragmatic Play, PG Soft and Games Global Gaming Intelligence, 2025
- Before licensing, 62% of players chose a site for its bonuses and promotions, and 71% stayed for them ENV Media, 2024
Who plays: share of adults 18+, May 2026
Details and sources
Gender and age: in 2025, 68.3% of players on the legal market were men, 74% were under 41, and those over 50 made up only 9.3% (SPA/MF, 2025 overview). Shares of adults by gender and age: Datafolha, May 2026 and November 2024.
Income and regions: according to a DataSenado survey (June 2024, 21,808 interviews), 52% of players have a household income of up to two minimum wages, almost the same as the population as a whole (49%). Betting was most common in the states of Roraima and Pará (17% of residents) and least common in Ceará (8%). In August 2024, 5 million people from Bolsa Família families transferred R$3 billion to betting (Banco Central, Nota Técnica 513/2024).
VIP: there are no public data on the share, only indirect indicators. An active player spent (GGR) about R$164 a month in the first half of 2025 (SPA/MF, 26.08.2025). 94% of sports deposits in January-February 2025 were up to R$100, and deposits over R$1,000 made up only 1.4% (data from one payment company, iGaming Brazil, 08.05.2025).
The 10% of players with the largest deposits paid in 20 times as much as the other 90% (Open Finance, 1.2 million people, Folhapress, 01.07.2026). The average monthly transfer grew with age: about R$100 for younger people and over R$3,000 for older ones (Banco Central, 2024). The player base is small-ticket, and the big money sits with a narrow group of high rollers.
Sport and casino: there is no official GGR breakdown by vertical (O Globo, 25.09.2026). In May 2026, 6% of adults bet on sport and 4% played online casino games, 66% of whom also bet on sport; average spending was R$241 and R$232 a month (Datafolha). H2 Gambling Capital forecast that sport would take 55% of online GGR in 2025 and slots 27% (09.09.2024).
Games: there is no open ranking by bets. The Product Radars ranking for Gaming Intelligence counts lobby positions on the 20 largest licensed sites, weighted by operator share: on 12-18.10.2025 the top five were Fortune Rabbit, Aviator, Fortune Tiger, Fortune Dragon and Fortune Ox (providers PG Soft and Spribe). Among studios, Pragmatic Play came first, 0.4% ahead of PG Soft, with Games Global third (29.10.2025).
This is a share of lobby positions, not of GGR: according to the authors, crash games and live casino have a higher share of GGR.
Bonuses: studies do not show which ones players liked most, but before licensing, bonuses and promotions were the main factor in choosing a site (ENV Media, 01.08.2024). From 01.01.2025, Law 14.790 banned advances and bonuses for betting, including welcome bonuses (art. 29, I), and Portaria 1.231 allowed promotions and loyalty programmes only if they were not tied to a deposit (art. 42; see Bonuses and promotions).

Withdrawals were open until 05.10, 23:59, and banks returned the balances on 09-14.10.2026.
Balances, cancelled bets and winnings were returned to the player's account by CPF, and anything not returned is held in a separate account at a federal state-owned bank under Ministry of Finance supervision (MP, arts. 7-9).
Players valued payout speed almost as much as bonuses: fast and reliable payments decided the choice of site for 47.6%, and 47% wanted faster payouts (ENV Media, 01.07.2024).
